Purpose The Bronx District Attorneys Office (BXDA) seeks proposals from qualified service provider(s) to develop and implement a program for teens and young adults identified by BXDA as being at high risk of engaging in serious violent crime. This initiative supports BXDAs broader strategy to reduce gang and crew-related violence in the Bronx through proactive, public health-based interventions informed by research on youth desistence from crime. Program Description The program Bronx Restore will take place in the 40th precinct, near St. Marys Park. Applicants should propose program models that provide intensive support and investment for participants in the identified high-risk population. Services and treatments should aim to address root causes of violence such as trauma and poverty-induced barriers to stable employment, education, housing, and community engagement. BXDA encourages meaningful partnerships with community-based organizations, to leverage their unique expertise. The goal is to support long-term community safety in the St. Marys area through preventative interventions. This program will be voluntary for participants who will be identified in consultation with BXDA. Applicants should identify specific age parameters and outreach and engagement strategies for identified teens and young adults. Programs are expected to serve approximately 15 participants at any given time, with programming of up to 20 hours per week for a maximum of one year, though ideal program length and weekly hours should be specified in the proposal. Participants will receive a stipend of $25 per hour for each hour of participation. Proposal Requirements Given the participants age, gang/crew involvement, and likely history of trauma, the proposal should, at minimum, include the aspects listed below. A specific description of the components of programming; these may include case management, credible mentorship, life skills training, behavioral interventions, education and internship opportunities, and any other components deemed necessary. Ages to be served, ideal number of programming hours per week, and program length; reasons for those parameters should be specified. Identified community partners. A location or proposed location, in the St. Marys area, for the program. A description of the applicants experience in the provision of services and the administrative aspects of programming and capabilities and competencies; include a brief description of how service provision and client participation is tracked, as well as any relevant experience participating in an evaluation or study. An itemized budget that includes cost of personal services, fringe, and indirect/other than personal services expenses, and participants stipend. The budget will also need to include a budget narrative explaining each line item and justifying anticipated cost. Reporting Requirements and Evaluation Grantees will be required to document progress, maintain records, and submit reports to BXDA regarding implementation of projects and milestones achieved. Such reports will be submitted 30 days after the end of each quarter and should include a description of the progress undertaken in the prior quarter. Grantees will be required to fully participate in an independent implementation and outcome evaluation. Specific required data elements will be determined in consultation with BXDA and the evaluator based on the program model. Funding Amount/Contract Terms The total award should not exceed $1,400,000, over two years. Evaluation of Proposals Proposals will be evaluated based on the quality of the proposers approach and program design. In addition, the evaluation will assess the applicants successful, relevant experience providing similar services. Proposals will also be evaluated based on the organization's staffing model and organizational structure as it relates to the capacity to deliver these services. Scoring will be based on the following criteria: Alignment with agency goals: Consistency with BXDAs goals of preventative, trauma-informed, public health interventions guided by research on youth desistence from crime. Program Location: Location in area that is accessible transportation and safety-wise to participants. Program Components: Inclusion of appropriate programming elements (life skills training, case management, mentorship, behavioral interventions, internships, etc.) Experience: Demonstrated experience in serving high-risk youth and young adults. Administrative capabilities: Demonstrated experience in administration of service provision. Community Partnership: Identification of community partners. Budget: Clear and itemized budget including staffing, stipends, and operation costs. Evaluation participation: Demonstrated ability and willingness to participate in evaluation. Other: Site visits and interviews may take place.
